The way I think about this is simple. When the DHF spends money to fund projects it's already a sort of "taxing the rich". The money spent by the DHF "dilute" large stakeholder way more than smaller ones.
Apparently large stakeholder don't want the DHF to spend tons of money anymore and this is fine. We are simply looking for alternative models.

BTW the "premium" will be in the "a few bucks per month" range. Don't expect people to get poor for the cost of a premium peakd subscription :)
