It is Lamento Boliviano, a song composed by an Argentine group called "Alcohol et铆lic", however, it was the group Enanitos Verdes the one in charge of immortalizing this song. Lamento Boliviano incorporates native instruments from indigenous peoples of South America within its chords and although its lyrics can be easily understood, there are phrases within the song that refer to the slang of the Argentinean culture. Its very name indicates it.

Si lamento boliviano es una expresi贸n muy popular dentro de la argentina que se utiliza para referirse a una persona la cual se la pasa quej谩ndose siempre de su situaci贸n, la cual puede ser econ贸mica o personal. Otras frases como "nena no te peines en la cama" esto hace alusi贸n a una vieja superstici贸n argentina, la cual indica que si una mujer se peina encima de la cama tendr谩 mala suerte en el amor o inclusive pudiera perder a su marido.

Si lamento boliviano is a very popular expression in Argentina that is used to refer to a person who is always complaining about his or her situation, which can be economic or personal. Other phrases such as "nena no te peines en la cama" (don't comb your hair in bed) refer to an old Argentine superstition, which indicates that if a woman combs her hair on the bed she will have bad luck in love or she could even lose her husband.
Estos datos son relevantes dentro del tema porque por tratarse de aspectos culturales del pa铆s suele tener varias interpretaciones dependiendo de la nacionalidad de cada oyente.
