It is not a lack of interest. Steemit had for a very long time more than 50% of the total stake. Since they did not buy their SP it would be unfair for the rest of the stakeholders if they had used it

Which shows that marketcap is a phony metric. More important is market depth (how much is in the order books) and the trade volume.

The whole purpose of the test is to verify a monetary feature of the blockchain. To decline the payout would defeat the purpose of the experiment.
