It is not a lack of interest. Steemit had for a very long time more than 50% of the total stake. Since they did not buy their SP it would be unfair for the rest of the stakeholders if they had used it for voting, effectively diluting the influence of everyone else. That is the same reason why they do not vote on witnesses with their accounts. So in fact it is better that they do not get involved in the voting at all.
