I did have an idea but it was pre HF 25 for a bot that would essentially "dampen" ideological or vindictive downvotes thereby making that course less profitable as DVs cost upvote mana. Now, there are free DVs so a new system of disincentive would be needed.

Possible a community quorum option to designate a improper DV and return in kind to the vindictive voters content. Kind of an eye for an eye set up but the end result should be the encouragement of diversity or thought and opinion being expressed on the blockchain which imho would be a good thing.
