The Local Authority

Every street has its master. He asks no permission, explains nothing, and appears exactly where he sees fit.

Pedestrians pass with quiet deference. Cars slow down and wait. Everyone knows whose ground this is. He has no use for a throne or a crown — all he needs is to settle in the middle of the street and look at the world as though the natural order had been established long before you came along.

After all, that's what true power looks like.
