@doitvoluntarily have you read "War is a Racket" by Smedley Butler? It might have been written a while ago, but he offers some interesting suggestions to remove the pecuniary incentives from war :
"To summarize: Three steps must be taken to smash the war racket.
- We must take the profit out of war.
- We must permit the youth of the land who would bear arms to decide whether or not there should be war.
- We must limit our military forces to home defense purposes.
To anyone interested, it's a short read (more like an essay) with themes that are still very much pertinent.
