Missing persons, or those who disappear without a trace, is a global issue that continues to worsen with each passing day. Just imagine the situation when the sole breadwinner of a happy family, or any significant member, whether young or old, suddenly vanishes. What happens to the family left behind? If the sole breadwinner of a household disappears, life comes to a sudden halt, leaving the family in dire straits. Similarly, if a young girl, a woman, or any other family member goes missing, the news becomes nothing short of a catastrophe for the family. There is no doubt that this is a global issue that needs to be addressed properly. A permanent solution must be found to close the chapter on this problem once and for all. It is important to note that by "missing persons," I am referring to cases of enforced disappearances or instances where an adult vanishes without notifying anyone. Child abductions are certainly another major tragedy, but this topic requires a separate discussion, and I intend to write about it in a future blog, Insha'Allah.

مسنگ پرسنز یعنی کہ گمشدہ افراد، ایک ایسا عالمی مسئلہ ہے کہ ہر گزرتے دن کے ساتھ اس کے کیسز بڑھتے چلے جا رہے ہیں. ذرا تصور کیجیے کہ ایک ہنستے کھیلتے خاندان کا واحد کفیل، یا اس خاندان کا کوئی اہم فرد، کوئی بڑا یا چھوٹا ہی سہی، اچانک غائب ہو جاتا ہے تو لواحقین پر کیا بیتتی ہے؟ ظاہر ہے اگر کسی گھر کا واحد کفیل اچانک غائب ہوجاتا ہے تو ان کا کاروبار زندگی بھی یکدم رک جائے گا، اور وہ شدید مشکلات سے دو چار ہو جائیں گے. اسی طرح اگر کوئی چھوٹا بڑا یا بالخصوص کوئی لڑکی یا خاتون خانہ غائب ہو جائے تو یہ خبر بھی اس خاندان کے لیے کسی قیامت سے کم نہیں ہوتی. اس بات میں کوئی دو رائے نہیں کہ یہ ایک عالمی مسئلہ ہے اور اس کا واضح طور پر تدارک کیا جانا چاہیے. اس مسئلے کا کوئی ایسا مستقل حل نکالا جائے کہ جس سے اس مسئلہ کا باب ہمیشہ کے لیے بند ہو جائے. یہاں یہ بات بھی آپ کے ملحوظ خاطر رہنی چاہیے کہ مسنگ پرسنز سے میری مراد جبری گمشدگی، یا پھر کسی عاقل بالغ شخص کا گھر سے بغیر اطلاع کے غائب ہو جانا ہے. بچوں کا اغواء بھی یقیناً ایک بڑا المیہ ہے. اس پر ایک مستقل بلاگ لکھنے کی ضرورت ہوگی، اور میں مستقبل میں اس پر بھی ایک بلاگ لکھنے کا ارادہ رکھتا ہوں. ان شاء اللہ.

#### Reasons for Disappearance: Now let’s discuss the reasons behind disappearances. If a person from a household suddenly vanishes, what are the main triggers or causes behind it? There could be dozens of reasons why someone might disappear. Some individuals leave their homes to pursue romantic relationships. Young girls or boys may leave home, with or without their belongings, driven by the motive of love. In such cases, while their families are frantically filing missing person reports with the police, these youngsters are often engaged in their personal whims. We've seen many instances where children run away from home but, after facing betrayal or hardship, return after a week or two with a fabricated story, to the great relief of their families. Deception in love is a strange phenomenon, one that deserves its own separate blog for a thorough understanding. One of the most common reasons for young people to disappear is scolding, arguments, or punishments at home. In today's society, a lack of patience and a rebellious mindset have led children to leave home over even the smallest of disagreements. Similarly, spousal arguments or disputes among family members can lead to individuals emotionally abandoning their homes. Some people leave their homes due to financial responsibilities or harsh domestic conditions, while others simply vanish for pleasure, returning only to create drama. In these cases, people leave of their own volition, while their families suffer in anguish, thinking their loved one has been abducted. However, certain other factors must also be considered. Human trafficking is a very real concern, and at times, people are abducted for this purpose. This illegal trade was rampant in the past in countries like India, Pakistan, and Bangladesh, and continues to occur to some extent today. Moreover, there have been instances where individuals are brainwashed and recruited for terrorism. False promises of martyrdom lead them to commit heinous crimes, staining their hands with the blood of innocent people. Lastly, in Pakistan, one of the most frequently heard reasons for disappearances is that intelligence agencies abduct individuals based on suspicion or evidence of involvement in terrorism or facilitating terrorists. These individuals are often subjected to physical trials in an effort to extract information, and this cycle continues.

**گمشدگی کی چند وجوہات:** اب ہم آجاتے ہیں گمشدگی کی وجوہات پر، کہ اگر کسی گھر کا کوئی فرد اچانک غائب ہو جاتا ہے تو اس کے پیچھے بڑا محرک، یا سبب کیا بنتا ہے؟ یوں تو کسی شخص کے غائب ہونے کے پیچھے درجنوں وجوہات ہو سکتی ہیں. بعض لوگ تو اپنی محبت کے پیچھے گھر سے بھاگ جاتے ہیں. نوجوان لڑکی یا لڑکا اگر گھر سے سامان سمیت جاتے ہیں یا بغیر سامان کے بھی اپنی مرضی سے بھاگتے ہیں تو اس کے پیچھے یہ وجہ کارفرما ہوتی ہے. گھر والے بے چارے تھانے کچہریوں میں رپورٹ گمشدگی لکھوا رہے ہوتے ہیں اور بچے خرمستیوں میں مگن ہوتے ہیں. ایسے بھی کئی واقعات ہم نے دیکھے ہیں کہ بچے گھروں سے بھاگے مگر زیادہ عرصہ اکٹھے رہ نہیں سکے یا دھوکہ ہو گیا تو جھوٹی کہانی بنا کر ہفتہ دو ہفتہ بعد واپس آگئے. اور گھر والے بے چارے خوشی کے شادیانے بجانے لگے. محبت میں دھوکہ بھی عجب چیز ہے. اس پر مستقل بلاگ لکھی جائے تب ہی بات سمجھ میں آئے گی. یہ تو ہو گئی ایک وجہ یعنی کہ محبت. ایک دوسری اور بڑی وجہ نوجوانوں کے غائب ہونے کی گھر سے پڑنے والی ڈانٹ یا مار اور لڑائی جھگڑا ہوتا ہے. چونکہ تحمل اور صبر کا فقدان ہے اور معاشرہ میں سوچ ایسی بن چکی ہے جس نے بچوں کو باغی بنا دیا ہے تو وہ چھوٹی چھوٹی سی بات پر بھی ناراض ہو کر گھر چھوڑ کر نکل جاتے ہیں. اسی طرح شوہر اور بیوی یا گھر کے دیگر افراد میں بھی نوک جھونک کے نتیجے میں جذباتی ہو کر لوگ گھر سے چلے جاتے ہیں. بعض لوگ معاشی ذمہ داریوں یا گھر کے مشکل حالات اور سختی کی وجہ سے گھر چھوڑ دیتے ہیں. بعض لوگ عیش و تفریح کے لیے غائب ہو جاتے ہیں اور واپس آکر ڈرامہ کرتے ہیں. یہ تمام لوگ اپنی مرضی سے گھر چھوڑ کر جاتے ہیں، جبکہ گھر والے غم میں ہلکان ہوتے رہتے ہیں کہ ان کا لخت جگر کسی نے اغواء کر لیا ہے. البتہ چند ایسی وجوہات بھی ہیں جن کو مد نظر رکھنا بھی ضروری ہے کہ بسا اوقات انسانی سمگلنگ کے لیے بھی لوگوں کو اغواء کیا جاتا ہے. ہندوستان، پاکستان، بنگلہ دیش میں یہ غیر قانونی کاروبار بھی ماضی میں بہت زیادہ جاری رہا ہے، حتیٰ کہ آج بھی کسی حد تک ایسا ہو رہا ہے. اسی طرح بعض مواقع پر یہ بھی دیکھا گیا ہے کہ کسی شخص کی غلط ذہن سازی کرکے اسے دہشتگردی کے لیے ساتھ ملا لیا جاتا ہے. شہادت کے جھوٹے خواب دکھا کر اس کے ہاتھ معصوم لوگوں کے خون سے رنگے جاتے ہیں. ایک آخری وجہ جسے پاکستان میں ہم سب سے زیادہ سنتے ہیں وہ یہ کہ خفیہ ایجنسیاں کسی فرد کو دہشت گردی میں ملوث ہونے یا دہشت گردوں کی سہولت کاری کے شبہ یا ثبوت کی بنیاد پر اٹھا لیتی ہیں. پھر ان کا جسمانی ٹرائل کرکے ان سے راز اگلوانے کی کوشش کی جاتی ہے اور یہ سلسلہ مزید یونہی چلتا رہتا ہے.

#### Pakistan’s Situation in a Global Context: After discussing the causes of disappearance, let’s turn to the main point of this blog: addressing the anarchy and chaos caused by enforced disappearances in Pakistan. As mentioned earlier, missing persons is a global issue, indicating that it is not exclusive to Pakistan, but a problem shared by many nations. According to the 2021 Global Population Review, the country with the highest number of missing persons is the United States, with 521,705 cases reported in 2021. India follows closely, with 88 people disappearing every hour, 2,130 individuals vanishing daily, and 64,851 people going missing monthly. In the UK, around 180,000 people go missing every year. Similarly, many other major countries also report surprisingly high numbers of missing persons. Yet, if we observe the unrest and turmoil in the country, we’ll find Pakistan at the forefront when it comes to chaos fueled by the issue of missing persons. In Pakistan, particularly in certain areas, even if someone leaves home of their own will due to anger, their disappearance is often blamed on the military or related agencies. The province of Balochistan, in particular, is frequently in the news for protests by women, children, and men demanding answers from the state regarding missing persons. Roads are blocked, businesses are shut down, and properties are destroyed in protest, with people openly rebelling against the state. Despite its military strength, Pakistan-a country whose army is among the top ten in the world-often responds with reconciliation rather than force. When we examine the list of missing persons, we find that many have either perished in accidents or have joined anti-state forces, yet their families hold the state responsible for their disappearance. Among these missing persons, many have become part of terrorist organizations, causing harm to the country. It is true, however, that not all are guilty. Some innocent people, wrongfully accused, endure long periods of detention and physical trials. They suffer simply because they were suspected of involvement in terrorism, and their families continue to pay the price.

**عالمی تناظر میں پاکستانی صورتحال:** گمشدگی کی تفصیلات کا ذکر کرنے کے بعد اب میں اپنے اصل مقصد کی جانب آتا ہوں. میرا اس بلاگ سے بنیادی مقصد یہی تھا کہ اپنے ملک میں جبری گمشدگی کے نام پر پھیلی انارکی اور افراتفری کے انسداد پر لکھوں. جیسا کہ میں نے ذکر کیا کہ مسنگ پرسنز ایک عالمی مسئلہ ہے. جس سے معلوم ہوتا ہے کہ یہ مسئلہ صرف ملک پاکستان کا نہیں بلکہ دنیا بھر کے ممالک کا مشترکہ مسئلہ ہے. 2021 کی عالمی آبادیاتی تجزیہ کی رپورٹ سے یہ معلوم ہوتا ہے کہ اس وقت دنیا بھر میں سب سے زیادہ مسنگ پرسنز امریکہ میں پائے جاتے ہیں جن کی تعداد 2021 میں 5,21,705 تھی. اس کے بعد اگلا نمبر انڈیا کا آتا ہے جہاں 2021 کی رپورٹ کے مطابق ہر گھنٹے میں 88 افراد غائب ہوتے ہیں، ہر دن میں 2,130 افراد گمشدگی کی رپورٹوں میں آتے ہیں اور ہر ماہ تقریباً 64,851 افراد گمشدگی کی نذر ہوتے ہیں. اس کے بعد یوکے کی باری آتی ہے جہاں تقریباً ہر سال ایک لاکھ اسی ہزار افراد کھو جاتے ہیں. اس کے علاوہ کئی ایسے بڑے بڑے ممالک ہیں جہاں یہ تعداد حیرت انگیز طور پر بہت زیادہ ہے. https://worldpopulationreview.com/country-rankings/missing-persons-statistics-by-country ملک پاکستان کا نام ان گمشدگی کی لسٹوں میں تقریباً نہ ہونے کے برابر آتا ہے. لیکن اگر آپ فتنہ و فساد کا مشاہدہ کریں تو آپ کو اس میں پاکستان سرفہرست نظر آئے گا جہاں مسنگ پرسنز کی بنیاد پر پورے ملک میں افراتفری پھیلی ہوئی دکھائی دیتی ہے. پاکستان میں چند علاقے ایسے بھی ہیں جہاں کوئی بھی فرد غائب ہو چاہے وہ ناراض ہو کر از خود بھی جائے تو بھی ہمیشہ اس کی گمشدگی کی ذمہ داری پاکستان فوج اور اس سے متعلقہ اداروں پر ہی ڈالی جاتی ہے. خصوصاً اس حوالے سے پاکستان کا صوبہ بلوچستان بہت زیادہ خبروں میں دکھائی دیتا ہے جہاں ریاست سے گمشدہ افراد کے بارے میں جواب مانگنے کے لیے ہزاروں عورتیں، بچے اور مرد سڑکوں پر نکل کر ملک کا پہیہ جام کر دیتے ہیں. کبھی ملکی مفادات کو نقصان پہنچایا جاتا ہے تو کبھی املاک جلا دی جاتی ہیں. یعنی کھلم کھلا بغاوت کرکے ریاست کو چیلنج دیا جاتا ہے. اس سب کے باوجود بھی ریاست پاکستان جس کی فوج دنیا کی دس بہترین فوجوں میں سے ایک ہے. طاقت کے باوجود ان سے مصالحت کرتی دکھائی دیتی ہے. اگر گمشدہ افراد کی فہرست پر نظر دوڑائی جائے تو وہ یا تو کسی حادثے کی نذر ہو چکے ہوتے ہیں، یا پھر ملک دشمن عناصر کے ساتھ مل کر ملک میں فسادات برپا کر رہے ہوتے ہیں اور ان کے لواحقین ان کی گمشدگی کا حساب ریاست سے مانگتے ہیں. انہی گمشدہ افراد میں سے اکثر افراد دہشت گرد تنظیموں کا حصہ بن کر ملک کو نقصان پہنچا رہے ہیں. ہاں، یہ بات ضرور ہے کہ سب ایسا نہیں کر رہے. بعض معصوم بھی ایسے ہیں جو بلاوجہ قید و بند کی صعوبتیں برداشت کر رہے ہیں. جنہیں محض شک کی بنیاد پر اٹھا کر کئی کئی سال تک جسمانی ریمانڈ سے گزارا جاتا ہے. کسی خاندان کے ایک فرد کی دہشت گردی کے نتیجے میں اس خاندان کے بقیہ افراد بلاوجہ سزا بھگت رہے ہوتے ہیں. ایسے کئی بے قصور افراد اب بھی پابند سلاسل ہیں. ان کے لیے ضرور بالضرور آواز اٹھانی چاہیے. لیکن سوال یہ پیدا ہوتا ہے کہ آخر ان کے حق یا ناحق ہونے کا فیصلہ کون کر سکتا ہے؟

#### Prevention and Solution: From the discussion above, a few key points emerge. First, not all missing persons are victims of enforced disappearance. There are various types of missing persons, and not every disappearance is caused by the state. In fact, some individuals fall into the hands of terrorists, contributing to national instability. Second, even if we assume that enforced disappearances do occur, how do we prove the innocence of those taken? If we have evidence in their favor, we must fight legal battles and verify their whereabouts through official channels. Third, we need to raise awareness among those around us, educating them to avoid actions or associations that might raise suspicion, which could lead to serious consequences. By addressing these points and working for the safety and well-being of the country, why wouldn’t the state support us? It is the state's duty to protect its citizens, but we also have a responsibility to hand over criminals to the authorities, so that our society is rid of them, and the lives of innocent people are not endangered. Remember, weakening the state is akin to weakening ourselves. Instead of tearing down its foundations, let’s work together to build a stronger nation. Our safety and prosperity depend on a strong and stable Pakistan. **Long live Pakistan!**

**تدارک اور حل:** اوپر ذکر کی گئی تمہید کے نتیجے میں چند بنیادی باتیں ہمیں معلوم ہو گئیں. ایک تو یہ کہ تمام مسنگ پرسنز جبری گمشدگی کا شکار نہیں ہوتے. بلکہ مسنگ پرسنز کی کئی اقسام ہیں. ہر گمشدہ شخص ریاست کی وجہ سے غائب نہیں ہوتا. بلکہ کئی لوگ تو دہشت گرد عناصر کے ہتھے چڑھ کر ملکی سالمیت ہی کو نقصان پہنچا رہے ہوتے ہیں. دوسری بات یہ کہ اگر بالفرض ہم ریاستی جبری گمشدگی پر بھی بات کریں تو اٹھائے گئے افراد کی بے گناہی ہم کیسے ثابت کریں گے؟ اگر تو ہمارے پاس ان کے حق میں ثبوت موجود ہیں تو پھر ہمیں باقاعدہ کیس لڑ کر انہیں چھڑانا ہوگا. اداروں سے معلوم کرنا ہوگا کہ آیا یہ افراد ان کی تحویل میں ہیں یا کسی اور سبب سے غائب ہیں. تیسری بات یہ ہے کہ ہمیں ارد گرد موجود افراد کو یہ شعور دینا ہوگا کہ وہ کوئی بھی ایسا اقدام نہ اٹھائیں، ایسی صحبت اختیار نہ کریں جو انہیں مشکوک بنا دے، جس کے نتیجے میں انہیں مستقبل میں صعوبتیں اٹھانی پڑیں. اگر ہم ان باتوں کو مد نظر رکھتے ہوئے ملکی سلامتی اور مفاد کی خاطر کام کریں تو ریاست کیوں ہمارے ساتھ نہ ہوگی؟ ریاست کا تو کام ہے ہر شہری کی حفاظت کی ذمہ داری لینا. ہماری بھی ذمہ داری ہے کہ ہم مجرموں کو ریاست کے حوالے کریں. تاکہ ہمارا معاشرہ بھی ان سے آزاد ہو اور بقیہ بے گناہوں کی زندگیاں بھی خطرے میں نہ پڑیں. کیونکہ اسلحہ زور آور تو ہوتا ہے سمجھدار نہیں ہوتا. وہ حق و باطل کی تمییز کیے بغیر صرف مقرر کردہ ہدف کا خاتمہ کرتا ہے. ہم اپنی مضبوط ریاست کو خود کیوں کمزور کریں؟ اس کی اصلاح کرکے، تعاون کرکے اپنے گھر کی بنیادوں کو مضبوط کیوں نہ بنائیں؟ یاد رکھیں. ریاست کے نقصان میں ہمارا ہی نقصان ہے. ہم پاکستان سے ہیں اور پاکستان ہم سے ہے. **پاکستان زندہ باد.**
