found out looks like u can access any camera in the country... just its not on the 1st page of google search results at least probably something u have to dig for or just work for the deparment of transportation....
there's also this united states map i found of thousands of traffic cameras... and alot of southern canada is covered also...

apparently some cities have even started putting cameras in fucking sstop signs now to? heh well if u wanted 2 stalk someone threw cameras or just follow something this certantly would make it easy specially if u had access to all the cameras big stores like target ,walmart, u know the huge supermarket stores... have now & most chain department stores etc....
just fun to think about... or if ur a good hacker....
really u dont need 2 know tons of code u can just remote view anyone with physhic superpowers and say fuck all the cameras.... i usually will get remote viewed by a star race /being b4 they will show up in the area first.... even if i never see them ill then typically feel a presense while being remote viewed i dont always feel it or notice it honestly im quite certian there's aspects of ourselves who essenntially mointor and watch entire fucking universes or some even multiple universes/muli-verses at the same time lmao
this map is rather innacurate and incomplete... though like my city has at least 100 cameras at al the intersections in shreveport & the highways but none of those are listed here
