When the 'Helper' needs some HELP

Anyone who has paid attention to recent news in the US knows that the state of Texas recently had a massive flood.
Although this flood was not as bad as the flood caused by Hurricane Katrina in 2005, it certainly devastated many peoples lives.

Its estimated that the state of Florida will be hit by Hurricane Irma late this weekend.
Many residents have fled the state in anticipation of the looming disaster.

This leads me to a question that never really gets talked about or covered by the mainstream media.
When other countries are impacted by natural disasters, the US almost always helps with foreign aid.
Do other countries help the US when it suffers the same type of tragedy?

Take a look at the chart of foreign aid that the US paid out in 2016.

Will Israel send some of the billions we send them every year to assist Florida?
Is it ok for the US to use this money to help itself during a year of a natural disaster?

It seems reasonable to suggest that the people of Florida need the 3 billion dollars more than Israel considering the circumstances.
