From a message from Jeff Garzik to the signatories to the New York agreement: "The plan we are putting in place is focused on developing a minimal deployable product focused on our mission. We accept respectful debates, but we will not be open to additional functionality and we will not go beyond the charter of the group. This work will be done in broad daylight and we will welcome all constructive suggestions [...].
We will design, implement, build, test and deploy the code required to enable the Bitcoin network to be supported [...]. We do not want this agreement to collapse because of misunderstandings, it is absolutely essential that everyone read and understand the terms of the agreement:
Segregated Witness activation reported at bit 4 at 80% threshold
Activate a fork at 2MB within six months [...] to ensure that people have time to upgrade their nodes [...]. "
