Lying Spirits

Religious leaders, seers, and prophets will mostly always claim that a lying spirit is a demon or Satan himself, but can an angel of God lie and deceive?

2Ch 18:19 And YHVH said: Who shall deceive Achab king of Israel, that he may go up and fall in Ramoth Galaad? And when one spoke in this manner, and another otherwise:
2Ch 18:20 There came forth a spirit, and stood before YHVH, and said: I will deceive him. And YHVH said to him: By what means wilt thou deceive him?
2Ch 18:21 And he answered: I will go out, and be a lying spirit in the mouth of all his prophets. And the Lord said: Thou shalt deceive, and shalt prevail: go out, and do so.
2Ch 18:22 Now therefore behold YHVH hath put a spirit of lying in the mouth of all thy prophets, and YHVH hath spoken evil against thee.

Now we must understand that the lying spirit here is not named, so is it possible that it could be Satan?

Does Satan have access to the Heavenly counsel?

Satan Allowed to Test Job
Job 1:6 Now it fell upon a day, that the sons of God came to present themselves before the LORD, and Satan came also among them.
Job 1:7 And the LORD said unto Satan: 'Whence comest thou?' Then Satan answered the LORD, and said: 'From going to and fro in the earth, and from walking up and down in it.'
Job 1:8 And the LORD said unto Satan: 'Hast thou considered My servant Job, that there is none like him in the earth, a whole-hearted and an upright man, one that feareth God, and shunneth evil?'
Job 1:9 Then Satan answered the LORD, and said: 'Doth Job fear God for nought?
Job 1:10 Hast not Thou made a hedge about him, and about his house, and about all that he hath, on every side? Thou hast blessed the work of his hands, and his possessions are increased in the land.
Job 1:11 But put forth Thy hand now, and touch all that he hath, surely he will blaspheme Thee to Thy face.'
Job 1:12 And the LORD said unto Satan: 'Behold, all that he hath is in thy power; only upon himself put not forth thy hand.' So Satan went forth from the presence of the LORD.

Now, some of these scriptures obviously contradict other scriptures regarding what happens to all liars. So, the moral of this teaching is to not tell lies and test the spirit spoken through its prophets, ensure it is not a lying spirit sent by God or Satan.

Test the Spirits
1Jn 4:1 Dearly beloved, believe not every spirit, but try the spirits if they be of God: because many false prophets are gone out into the world.
1Jn 4:2 By this is the spirit of God known. Every spirit which confesseth that Yeshua Christ is come in the flesh is of God:

So, is this saying that a person is incapable of telling a lie if they confess that Christ has come in the flesh, of course not, discernment and wisdom is still needed.

Mat_24:24 For there shall arise false Christs and false prophets and shall shew great signs and wonders, insomuch as to deceive (if possible) even the elect.
Mar_13:22 For there will rise up false Christs and false prophets: and they shall shew signs and wonders, to seduce (if it were possible) even the elect.

Mat 24 is often used to denounce the numerous people in the end times claiming to be Christ, but if you continue to read, it also tells you how to recognise the True Christ, which we have eloborated on in other posts.
