As I know (I am from Venezuela), we don't get paid $16 a month, not even close. We get paid like: $2 (this is almost 2 millones de bolívares) including some other stuff like the cestaticket, this is something that the government gives you to increase your salary, so we can say that a former employee can earn $1. In fact, an egg carton costs $1,3 something like that (1 millón de bolívares or even more), so imagine a former employee earning $1 to just buy an egg carton...
