Responsibility for actions

I want to write this post, continuing the theme of the previous one.
And how do you think, should a person be responsible for the actions of many years ago? The criminal? Reputational? Financial?
Here A. 20 years ago I took advantage of the defenselessness of a drunken classmate and took up sex with her. He was a 17-year-old puberty idiot, and now he's 37, he has two lovely children and a beloved wife.
Or B. In his 25 he led a bohemian lifestyle, used alcohol / drugs and considered himself the ultimate dream of any woman. So he shamelessly pawed unfamiliar and unfamiliar beauties by the chest, tried to put their hands on his pants, clamped in the corners to climb under his skirt. Now he is 65, he goes to church every Sunday, last time he smoked cannabis 30 years ago, gallantly opens the doors to women, kisses their hands and shows his young colleagues photographs of his grandson in the Christmas elf costume.
And the victims of their turbulent youth go to psychotherapists, treat deep wounds (or pretend), fear intimate relationships and after tens of years, daring of all these scandals around Spacey and Weinstein, declare to the whole world that they are victims.
And whose are they victims? A. and B.? Or people who already do not exist in nature, because today's B. with him, the young B., only has a date of birth and birthmark on his chin?
