U.S. Urban Sucession | Let Me Know What You Think

Why is there some much division in the U.S.?
Urban vs rural? Elitist's vs egalitarian's? Liberals vs conservatives? Republicans vs Democrat's? Rich vs poor?

What would happen if the states cut out cities about 100,000 in population forming new separate counties?
Would it create better representation for bot urban and rural residence or only favor one?
Would it just cause more division in a country already divided?
Would it have any impact at all?

Examples:

Separating Cleveland from Cuyahoga county.

Cuyahoga county population: 1,235,000
Cleveland population: 385,282
Cleveland population percentage of Cuyahoga county: 31%
