It's easy to visit, as a US citizen, but getting back there to work and live is a lot more complicated.
The winters where I lived were more like a rainy season. There were a few weeks of mid-40's and torrential rains. It actually feels colder than winter here in MN, with the cold and damp. Not many homes have good heating.
