Unified United States Common law Grand Jury;a/k/a Sureties of the Peace Common Law Handbook  Cover page:

“Governments are instituted among Men, deriving their Just powers from the consent of the governed.”

What does the first page share:

There are two great maxims that govern all criminal cases:

  1.  In order for there to be a crime, there must be an injured party.
  2.  For every injury, there must be a remedy.

My thoughts: The first maxim is supported by simple reason and logic.  Reasonably  one would not want a fiction like a cartoon character to be  able to  claim harm seeing as the character is a figment of  imagination.  One can  also see that costumes convey no authority and no  magical powers  “Governments are instituted among Men, deriving their  Just powers from  the consent of the governed.”  is clear!
