National Emergencies Act not INTERnational Emergencies Act

Listening to all the talking heads criticizing Trump for declaring a national emergency in respect of the border wall. They have been giving lots of examples where it has been used in the past. The thing that struck me - is so many of the past uses target situations in foreign countries - i.e. International.

Surely Trump is closer to the mark targeting an issue that relates to the national boundaries ofUSA and the problems occurring within those national boundaries.
