We the people applied both to the government Back in the 1960s. This was in fact the pressure that caused sweeping legislation that gave Americans the civil rights that was won during the civil rights movement!

Both the carrot and the stick were necessary to put government in a state of fear And respect of the people before the people could come to the negotiation table with any leverage!
Throughout the Totality of Human History the one greatest factor in bringing about social change has been the shedding of Human Blood!
