This surely sounds like a Beatles song! In fact it reminds me very much of Taxman. But it is not by The Beatles. It is by another very well known 60s and 70s band that did in fact have some interaction with the Beatles.
This song is by The Bee Gees and is on their third album from 1967 called Bee Gees' 1st because it was their first internationally released album. Read more about the album here.
