Description:
SECOND function in Excel or Google Sheets is used to convert a serial number to seconds.
"SECOND" returns only the seconds of the serial number, it ignores the hours and minutes. Seconds resets on 60-minute clock so if the serial number is more than 60 it will be like the serial number minus 60. As for decimal, it calculates the percentage of 60 and return the seconds component.

=SECOND(serial_number)
Arguments
serial_number - a valid Excel time (serial number) or decimal number.
