Tanks in League of Legends are imbalanced

Why do some characters, like Malphite, scale with their armor. That is stupid, because you buy items to gain more damage and resistance. The scaling with maximum health is equally stupid. These characters deal more damage AND are more diffucult to deal with. I have no problem with tanks dealing damage, but if it scales with tank items its retarded.

A simple solution to this issue would be to improve the basedamage and get scalings for AD/AP, which could be combined in tank items, that e.g. iceborn gauntlet gets a small number of ad on top of their armor and cd stats. So that every class gets the same value form an item. Another issue is yasuo in this case, of course he is not a very strong character, but he gets so much value from phantom dancer, it is really crazy. A simple solution would be, to take that part from his kit away and give him something else, maybe that his crits deal 150% damage on base and with infinity edge 200%.
