Delaware Marijuana Activists Stage Boycott Of Medical Dispensaries That Testified Against Legalization Bill

The legislation would retain penalties for impaired driving and allow employers to continue to drug test for cannabis and punish workers for being intoxicated on the job.

Incorporated cities would be allowed to ban cannabis businesses, while counties would have authority to set zoning restrictions. Marijuana could not be not be sold in the state on Christmas, Thanksgiving or Easter.

Applicants would be selected based on a scoring system that would also take into account factors such as whether the business will pay workers a living wage, provide health insurance and ensure a diverse workforce.

The bill’s 15 percent sales tax, described as a “marijuana control enforcement fee” would be be imposed at the point of sale for cannabis products. #revenue would first be appropriated to cover administrative costs, and then it would be up to the #legislature to apportion any additional #taxationistheft dollars.

Virginia Lawmakers Officially Legalize Cannabis

Republicans claimed that the bill was too long and involved at 300 pages, and some were concerned that licensing preference would be given to marginalized folks who have been more affected by the war on drugs than others. Others felt this was just a move to make the governor look good, or worried that the bill provides language allowing cannabis workers to unionize. However, despite all these objections, it passed by a hair margin.

“Today, with the Governor’s amendments, we will have made tremendous progress in ending the targeting of Black and brown Virginians through selective enforcement of marijuana prohibition by this summer,” Democratic House of Delegates Speaker Eileen Filler-Corn said about the new law.

Now that Virginia is fast-tracking legalization, cannabis consumers are excited to be able to grow up to four plants and possess up to an ounce starting in July, but they still may have to wait a while before the state moves ahead with licensing recreational retailers and growers. As of now, the only legal dispensaries in Virginia are all still medical.

Ban on CBD-cosmetics trade in China looks likely

As a growing number of Chinese health and bio-technology companies stake out positions in CBD and other cannabinoids, promoting hemp’s fit in traditional Chinese medicine and other natural healing applications, many have also projected significant business in the cosmetics sector.

If the domestic ban comes, those companies can be expected to quickly become aggressive in pursuing export markets, where Chinese companies have already proven their mettle – by some estimates supplying nearly one third of the world’s CBD.

More than 60 companies are involved in CBD production in Yunnan and Heilongjiang provinces, the only regions of China where hemp can be grown and processed legally. At least twelve enterprises are currently authorized for extraction and processing in Yunnan, which has rapidly grown into a major CBD supplier to world markets of such end products as cosmetics, e-cigarettes, medicines and pet food.
