If you think this is an attack on a nuclear power plant, you are mistaken.
These warships, submarine, helicopters, and special forces are protecting the nuclear plant from attack.
The secret services received information about terrorist activities targeting nuclear facilities and the State immediately protected them with military force.

The process of making a collage:
I made the collage in Adobe Photoshop.
First, I cut out the nuclear power plant from the Pixabay photo. And then I placed it in the base photo.
I placed all the other elements - the battleships, the submarine, soldiers, and helicopters in layers in the base photo.
