The building of the modern city council of Odessa is a historical architectural monument. It is located on Duma Square, right next to Primorsky Boulevard. Originally, the Old Exchange House was located in this building.

Будинок був побудований в неокласичному стилі, фасад прикрашений двома рядами колон, за якими знаходиться невеликий відкритий внутрішній дворик. У 1871-1873 роках будівля була перебудована з метою збільшення площі біржі - другий ряд колон був замінений стіною з парадним входом, а внутрішній дворик перетворений в приміщення під назвою Білий зал.
The house was built in the neoclassical style, the facade is decorated with two rows of columns, behind which is a small open courtyard. In 1871-1873, the building was rebuilt to increase the area of the stock exchange - the second row of columns was replaced by a wall with a main entrance, and the courtyard was transformed into a room called the White Hall.
З боків будівлі встановлені скульптури Меркурія і Церери, а над парадним входом в 1868 році встановлено годинник англійської фірми «Сміт і сини». Над годинником встановлені жіночі фігури - День і Ніч, що символізують вічність часу. Перед спорудою знаходиться пам'ятник Пушкіну.
Sculptures of Mercury and Ceres are installed on the sides of the building, and a clock of the English firm "Smith and Sons" is installed above the main entrance in 1868. Above the clock are female figures - Day and Night, symbolizing the eternity of time. In front of the building is a monument to Pushkin.
З 1899 року біржа була переміщена в іншу будівлю, а в цій розмістилася Міська Дума, що власне ідентично сучасному державному органу, який також знаходиться в даній будівлі. Тому перед міською Радою часто проходять різного роду демонстрації, мітинги і виступи.
