I want to point out that this image has disoriented me, I do not understand what this sign means. I know that it is a no-passing sign since they are characterized by having the separation line in the center of the circle, but this man that appears is difficult for me to understand.

It is a man with a scared or worried face who just happens to have a suit with long sleeves and a red ribbon at the lower end. Red as if to differentiate him from others. What is certain is that he makes a gesture with his hand of "do not pass."
The rest I can't define, could it be that he doesn't pass a house because there is something scary?
Is it that he stops people from entering a place because they will find an unpleasant surprise?
By the face of the person in the circle and his gesture of not passing I would listen to him and not transgress the place whatever it means. He is very eloquent with his warning stance, so the best thing to do is not try to pass.
I know this is a busy place, it is not away from people and that is why there is that warning. I think someone or some people have tried to pass by this place and left disappointed with what they found. So someone kindly dared to point this out so that this would not continue to happen and people would go on their way in peace in another direction.
I'm not curious, I'm not, so I head in the opposite direction to where this nice image is with this gentleman running to stop people. It must be something important otherwise I wouldn't have to run out to report.
