Accountability lies to whom?

The idea (which is not just an idea now) of robotic cars with auto-driver versions is not so bad. It brings in a lot of advantages. Driving is pleasant only for newcomers and for short-distance riders. Those who have to drive long daily are very frustrated by it because driving is a hectic task involving the balance of mind and body. So auto driver mode prevents drivers from this fatigue. You can rest on the passenger side or even sleep in the back seat while your car is driven tirelessly.

Auto-driving pilots have succeeded but shown some flaws as well in massive and messy roads in developing countries. On those roads, someone will come before you all of sudden from anywhere, and making the instant appropriate decisions in that millisecond entails the human mind and consciousness. The innovative AI can further improve the module auti-driving yet it is another debate to what extent robotics and AI will be allowed to intercede in human life.

The question arises here who will be held responsible for any tragedy or accident due to such robotic cars? While I was writing this, my heart asked my mind whether humans are convicted of road negligence by the state. My mind immediately diverted to a recent case when an SUV driven by a drugged lady hit and murdered a father and his daughter on the spot and she was not even ashamed of her negligence. She was found saying in a haughty tone that this is not the first time happening and many die in road accidents daily. (Karsaz Accident)

But still, even fragile constitutional legislation is essential for any state. So how will the state handle such cases where there is no human involvement and no direct accused as well? Is it that company who must be held responsible for the faulty seat it had produced? Or is it the owner of that car who must be held responsible because the hit locomotive belongs to him? Or is it the state that must be held responsible for not introducing and implementing an accident-free road safety mechanism?

Many aspects must be pondered over.
For example

• The main responsibility that must be held accountable for such self-driving cars is car car-producing country because it is its task to manufacture a flawless car that is well-apprised of traffic rules and road situations. Before launching such a car into the market, they must test its credibility in all types of situations. If it fails or shows flaws in any of the situations, it must be rectified properly. Secondly while releasing in the market, every single piece that car must be tested as well. The company must tell its customers as well about situations that cannot be handled by those driving cars. Showing compliance with such SOPs will reduce the chances of accidents.

2)The owner of the car is to be held accountable if he hasn’t kept his car up-to-date and in order. If any of the SOPs provided to him have been violated or neglected then he must be awarded stringent punishment because this is a matter of life and death.

3)The state cannot be cordoned off as the ultimate responsibility for the safety and protection of citizens lies on it. It is a state that is responsible for good conditions of the road, road safety measurements, and legislation of punishments. The state must ensure the safety on the road and the quality of such self-driven cars if it fails to do so then it is equally involved in such tragedies.
