I agree see police pull people over for moving violations is rare. But I have breakfast at Indulge on Sukhumvit Rd across from Terminal 21 in Bangkok and watch the police ticket motorcycles for not wearing a helmet. It's most often the girl on the back not wearing one.
I have got pinged twice in a tourist trap in Phuket driving a motorcycle without a license. As with the helmet's the police set up where you are committed, no turning a different direction and ticket the foreigners.
The tickets are pre-filled out, they add motorcycle plate number and point you to a booth on the side of the road where you pay about 500 baht. After paying the officer tells you the ticket is good for the rest of the day. 🤦♂
