Kann Künstliche Intelligenz genutzt werden, um Demokratien zu schaden? Sechs Expert:innen aus verschiedenen Bereichen wagen ein einzigartiges Experiment: Sie erschaffen mit Hilfe von KI eine autokratische Führungspersönlichkeit für Deutschland. Der Film lässt erahnen, was passieren kann, wenn politische Akteure ohne Skrupel die neue Technik nutzen.
International sieht es für die Demokratie nicht gut aus. 2023 lebten weltweit 70 Prozent der Menschen in einer Autokratie, einem System, in dem die Macht bei einer Person oder einer kleinen Gruppe liegt. Sehnen wir uns auch in Deutschland nach starker Führung? Im Auftrag der ARD erschaffen sechs Expert:innen aus unterschiedlichen Bereichen mithilfe von künstlicher Intelligenz eine autokratische Führungspersönlichkeit für Deutschland. Aussehen, Stimme, politische Agenda – alles basiert auf den Entscheidungen der Computerintelligenz.
Der KI-Politiker wird im Umfeld der Europawahl und auf verschiedenen Social-Media Plattformen getestet. Am Ende muss er sich einem Interview mit ARD-Moderatorin Caren Miosga stellen.
Flankiert wird das Experiment von Einschätzungen der KI-Expert:innen Geoffrey Hinton und Wendy Hall und von Beispielen, wo KI bereits heute zur politischen Einflussnahme genutzt wird. Das Projekt ging als Gewinner aus dem ARD-Dokumentarfilmwettbewerb TopDocs hervor.
KI wird immer mächtiger und wie mit jeder neuen Technologie kann diese zum Nutzen oder Schaden eingesetzt werden. Es wird darauf ankommen, schädliche Anwendungen möglichst gering in ihrer Wirkung zu halten.
Aber so oder so, KI wird unsere Welt verändern, wie die Dampfmaschine, die Eisenbahn, Computer oder das Internet.

Can artificial intelligence be used to harm democracies? Six experts from different areas are daring to carry out a unique experiment: using AI, they are creating an autocratic leader for Germany. The film gives an idea of what can happen when political actors use the new technology without scruples.
Internationally, things are not looking good for democracy. In 2023, 70 percent of people worldwide lived in an autocracy, a system in which power rests with one person or a small group. Do we also long for strong leadership in Germany? On behalf of ARD, six experts from different areas are using artificial intelligence to create an autocratic leader for Germany. Appearance, voice, political agenda - everything is based on the decisions of computer intelligence.
The AI politician will be tested in the context of the European elections and on various social media platforms. At the end he has to face an interview with ARD presenter Caren Miosga.
The experiment is accompanied by assessments by AI experts Geoffrey Hinton and Wendy Hall and by examples where AI is already being used to exert political influence. The project emerged as the winner of the ARD documentary film competition TopDocs.
AI is becoming increasingly powerful and, as with any new technology, it can be used to benefit or harm. It will be important to keep the impact of harmful applications as low as possible.
But either way, AI will change our world, like the steam engine, the railway, computers or the Internet.
