Many call them empty promises.
However, it is far worse than that. What a psychopath does when they get information that you want something is make sure you never get it. That is correct. If you want it, their reflexive response is to keep you from getting it. And, if they want something from you, they will use that item to dangle in front of you to get you to do what they want.
Until we start testing for compassion in debates for elections, we can only assume that we are voting for narcissists and psychopaths. And thus, they will NEVER give us what we want. (unless you are a minority of people who wants pain and suffering) This is by definition of what a psychopath is. It is not negotiable. We cannot hold the politiroach's feet to the fire to get it.
And as proof, none of these items have been made better.

They really want you suffering and wishing you were dead.
And their goals are 12 out of 13 people to stop converting O2 to CO2.
You are the carbon they want to reduce.
The only thing different this time is that there are a lot of people who know what they are doing / have done.
Hope For the Future

They do not realize that there are too many people who are "never again".
But still, they are going ahead with their plans. They have to go ahead with their plans.
It is part of being a psychopath/narcissist. They aren't smart enough to tell that they need to back off. Their knee jerk reaction is to double down.
What do they do when caught in a lie? Tell another lie.
Some of them cannot even tell the truth, even if it would benefit them.
We need to recognize that psychopaths and narcissists NEVER have our best interest at heart, and will cause us grief just by existing. We should never let them into positions of power.
First we need to recognize this is a class of people that CANNOT be cured.
Second that they are a danger to us, the people.
Third eliminate them from positions of power.
Forth test for actual empathy in anyone seeking office.
