I found another old foundation wall of a building or house, being used as a retaining wall for a street and sidewalk. The pre-great fire foundation has windows below grade or street level. I am wondering what came first, the windows or the street level? Why would you build windows well below grade? On the other hand, where is the records of the street being back filled in?
