With the addition of new weapons you better believe players like tfue or daequan are trying some way to find a glitch. And we believe people have already found and effective way of using the weapon.
What I've seen from many players today, the current trend is to carry two of them at the same time, allowing the player to twitch between the two in a shorter amount of time--very similar to the double pump shotgun.

Best way to use the new sniper rifle
The amount of damage this Heavy sniper does is quite hefty, as it delivers considerable damage to both players (150/157) and structures (1050/1100). I think the only true con of this weapon is the slower reload time.
