It can sound just like nothing, but, in fact, it means much.
When any question is really told to the head, the decision comes fast. The problem is that juvenile lobby has many officials inside of our Parliament, and they do their best to misinform the Head and his team in real essence of things. But when truth fighters are lucky to have personal meetings with the President and tell him what is going on with CPS outrage, the situation is solved fast.
In 2017, Elina Zhgutova (one of the main family fighters in my country) raised a question about juvenile justice at the President’s press conference.
The order was completely disavowed, and the President got the impression that either the fuss was made in vain, or the issue was resolved.
In essence, the President was deceived then.
Juvenile justice played on the difference between “de jure” and “de facto”.
The President instructed to check the unlawful removal of children, and the removal legally is Article 77 of the Family Code, it is extremely rare that children are taken away because of this Article, all removals are carried out through police reports of neglect.
Officials provided this essentially false statistics, saying that all selections under Article 77. are legitimate, and there are very few of them in general.
Parent organizations that claimed 300,000 withdrawals per year were represented as alarmists and fringes.
For a long time, the topic disappeared from presidential oversight.

we have a new Commissioner for Children's Rights.
