User Jetse Sprey (EOS - Amsterdam) replies to user nutela’s question about how to establish which law is applicable: ‘Unless you the parties choose a law one has to apply conflict of law rules. E.g. where the parties concerned are based.’ User nutela asks in which jurisdiction they are and if he has a link to conflict of law rules. WPS
User sammy shak asks user Sun Tzu 1) if he can explain why WPS is not funded by community donation rather than the 4% inflations as proposed in V3? 2) How do you know these bad actors would not game the system and collude to reward themselves lucrative WPS funds for poorly crafter proposals? 3) Wouldn’t URI, if it were to become a part of EOS, negate the need for WPS? User Kevin Rose: ‘Donations < Network Inflations. It’s just about the scope of what you want to accomplish. User sammy shak is concerned about the houbi collusion and fake bps getting rewards. User Kevin Rose: ‘We had an idea to take the emergency committee approved and solidify it into a position elected by the 21.’ User Kyle: ‘Please don’t do that’. User Kevin Rose asks ‘why?’ User Kyle: ‘Because if you want to install a committee then you’ll have to ask the community if that’s what they want. he committee controlling funds - that’s a big change in protocol and moves us away from decentralization.’ User Kevin Rose: ‘To be fair, I haven’t shared the full context. But yes of course in this proposal the community would approve it.’
User Sun Tzu in reply to sammy shak: ‘1. Bc the community isn’t donating. 2. We don’t, without some actions & evidence. But (a) that’s not a reason not to try, and (b) the community can audit & vote. 3. I see no connection between the URI project and the projects proposed currently to WPS? So, no, WPS still needed.’
User Kyle thinks the 1 % paid to BPs should never be reduced. If they’ve helped create that value then they should enjoy some of the fruits. Who deserves - that’s what the community needs to decide - most people are fair-minded. User okayplanet: ‘I don’t think that is WPS though. If this was so strongly the case, we wouldn’t need a developer outside of BPs. One purpose of WPS is also to grow the developer community, not just get tools built.’ User Kyle: ‘It’s not as if we’re teaching devs a new language like solidity.’ User okayplanet says that for most dapp-level devs, C++ is a new language. ‘Honestly, I am not as sold on WPS as I was in the past. I think it would be better to grant projects temporary network resources, instead of giving out EOS.’ User Todor thinks that’s an interesting idea and asks for how long would the resources be granted and to what kind of projects? ‘This could be undefined, but then we’re back to a broader decision-making process for how to distribute the fund.’
After this, the channel discusses voting for a long time. First the way of voting and later if the community should ‘referendum if B1 should vote or not.’ After the long voting discussion, the topic changes back to WPS with user Old Man stating that WPS needs to go away permanently and as quickly as possible. Go away as in the community stops discussing and it is never put to a referendum. It’s just wasteful and encourages cronyism. URI is a much better use for inflation. User okayplanet: ‘It is potentially wasteful, but the jury is still out. URI is interesting, but I don't think it has to be one or the other. Cronyism is a concern.’
ECAF
User Kyle: ‘And what are the emergencies that require funding again? I keep asking and nobody can answer me. Managing the GitHub? ECAF? These aren’t EOS emergencies.’ User Sun Tzu: ‘What qualifies as an emergency in your mind?’ User Kyle ‘Something that requires impending attention.’ User Sun Tzu then asks why don’t the projects picked by the emergency committee require impending attention? User Kyle: ‘Because they’re not emergencies & we don’t even know if the community wants them. Does the community want ECAF?’ User Sun Tzu: ‘ECAF requires impending attention. If we have a referendum we might find out if the community wants ECAF.’
The topic switches to sending REX to referendum and RAM fees and goes on for a while.
Proxy
User controllinghand: ‘I have created a proxy that uses data available to the public to rate my top 30 BP. This rating system is updated every 10 mins. Now I want to vote when the top 30 changes and I can automate this to happen whenever I want. But there is some verbiage in the Ricardian contract that speaks against automatic voting. User Nate D thinks the intent there was probably to prohibit automatic refreshing to avoid decay, but he could be wrong. He thinks what controllinghand is doing falls outside of that intent and is an interesting experiment.
The next couple of hours ECAF is the topic of discussion again.

User Yves La Rose: ‘I think we underestimate how difficult it might prove to reach the threshold required and to maintain the volumes necessary to reach consensus for the full 30 days continual. We need all opportunities we can get to have as many people as possible from everywhere looking at the referendum questions: accessible through whatever UI they choose, in whatever region and language they might be in. That’s why I fully support having REX go through the referendum as a good proof of concept (with the premise that the switch be kept on as per @wanderingbort’s comment). If switch is off, then it’s a different story.’
