RE: Darknet - Cloned Credit Cards

I'm confused. I think these are supposed to be stolen credit cards (or, cloned, but the account info is stolen, if not the actual physical card). But, if that's the case, why would someone want accounts with balances, or why care about the balance? The available credit would seem to be more relevant.

And, more important, if the cards are shipped Fedex, presumably the place they were shipped from can be traced. Something that, well, the banks, Visa, and say the FBI, would find helpful.
