Well the ICO is over now (as of June 11th, 2017), so you've missed another chance to waste your hard earned money but it's still worth checking out UEToken (Useless Ethereum Token) for a refreshing reminder of the risks involved in investing in ICOs, and a few laughs as well...
This ICO is going to be different. The UET ICO transparently offers investors no value, so there will be no expectation of gains. No gains means few investors, few investors means few transactions, and few transactions means no Ethereum network lag—not to mention no depressing posts on /r/ethtrader about people losing all their savings!
So all you need to start your ICO is a single page website, Twitter account, Github repo (for the website) and a weekend's worth of swatting up on Solidity to write the smart contract and you can potentially raise 310 ETH (current value ~ $264000 or ~ 220 big screen televisions!!)
The token is listed on CoinMarketCap and is still trading, at $0.017907, up 3.88% on yesterday!! You've got to hand it to this guy - what a nerve??!!
