Legal Marijuana for 200 people in Muenster, Germany

On Monday the German city of Muenster sent a proposal to the Federal Institute for Pharmaceuticals and Medical Products for a study on cannabis use that will allow 200 residents of Muenster to consume cannabis for a year without any cost.

The city sent a proposal on Monday that will allow 200 randomly selected people from Muenster to take part in a scientific study on cannabis. 100 people from age 21 to 63 will get their cannabis from the health office and another 100 will not get any but will still be monitored for the study. The study should show the effect of cannabis legalization

Muenster plans on buying ten kilograms of marijuana and giving two grams a week to the 100 selected individuals. This experiment will show further consequences of controlled cannabis use. A similar application for an experiment was proposed by the city of Berlin in 2015 which was later declined.

Problems and Critique

One problem would be that there is no federal agency for cannabis. That means the city currently does not have a source for the marijuana. There are also people who criticize that the cannabis will be given away for free as it may lead to people selling it, which would result in them getting banned from the study if it can be detected. Also, the city would generate revenue from it if they would sell it for the black market price.
