The Petya Ransomware, Inside Job For Mass Adoption Blockchain?

Did you hear about the cyber attack called petya or how it is called now ‘not petya’ . Today I read the following article (see source below). “The cyber attack that broke many of the world's biggest companies was intent only on destruction. “

These were the companies:

UNITED STATES: Merck
DENMARK: Maersk
Mondelez International
GERMANY: Deutsche Post, Metro
UK: WPP
FRANCE: Saint-Gobain
RUSSIA: Banks, oil company, steelmaker
UKRAINE: Banks, airports, government offices, power grid
“Experts say that initial suggestions that the software was being used to make money may have been a distraction. The software might instead be part of a plan simply to cripple as many systems, companies and countries as possible, they said.

The software itself suggested it was ransomware – when it was loaded up and had taken over users' computers, it asked for money to get the files back. But actually paying that money wasn't possible, and so it generated a tiny amount of cash.”

Some countries are blaming russia as you can read here: Finger points at Russian state over Petya hack attack (https://www.ft.com/content/f300ad84-5d9d-11e7-b553-e2df1b0c3220 ). But I can’t find any reason to do that.

Except, that most of the western countries see Russia as an enemy. And this could be the perfect reason for governments to implement these goods and services, in a short amount of time, on the blockchain. Hacking these systems would be impossible because it is secured by the blockchain.

So I have a question for all of you. Are governments helping to implement blockchain in our daily life? And If so, are they doing this for mass adoption for cryptocurrencies and other possibilities (Think about basic income, Healthcare) ?
