This is a "mojamboro" a dress code from the "Herero" tribe that originates in Namibia. The head scarf with horns represents a cow/cattle which represents wealth in their culture as well as many other cultures in Sothern Africa.

These dresses used to be made with leather and with more westernisation, they are now made with fabric.
