I don't think so; fascism is a very particular kind of (often militaristic) authoritarianism that crops up under a very specific set of circumstances. Claiming otherwise robs the word of its meaning and gives freedom to label almost everyone that came before us in history a fascist. Sure, RBF is a disease, but it's not always fascism.
