Concerning the video, what hint do you mean? In my view, Miller is just stating the obvious: Venezuela is in a period of transition and the US are in charge. The desolate defense capabilities of Venezuela (military resources have been sold by the regime for personal enrichment) show that they need someone who protects them (mostly against Russian and Chinese agents) - hopefully only temporarily.
