The only thing I have seen remotely resembling this was in my travels in India. We traveled from Dehli to Agra to Jaipur. The wild west on the roadways was mind blowing and the apparent abandon of safety was astounding. Seeing a full family on a scooter was something I never imagined seeing.

The police corruption is troubling and something I have never really experienced. I hear stories like that about Mexico.
