Pasta shouldn't inflate like that. My guess is that some yeast or possibly baking powder got into the dough mix.

Here in the states I've noticed that the price of the low cost food that poor people eat is rising faster than the luxury foods eaten by the wealthy.

I suspect that the wealthy ride out a recession by lowering standards and buying the food poor people eat.
