I sold half of my HBD at $0.28. I transferred the funds into HIVE-Engine figuring that many of the HE coins have reached their bottom.

I think the biggest drag on HE is that the HBD interest rate is higher than that of the HE coins. Ausbit Bank says

HBD Marketcap is currently 7.520 % of HIVE Marketcap

The witnesses can't keep HBD interest at 20% for much longer. When they drop the interest rate I suspect we will see both HIVE and HE coins start to grow again.
