Nowadays this is true. People make them either good or bad. Unfortunately often the latter. Guns and other weapons (or things used as a weapon) do not kill people, nor anything else. People do.

But with the emergence of AI (artificial intelligence), this statement may sooner or later become false. If the machines start "thinking", then they can do things on their own. And probably this is only a question of time.
