In many Brazilian state capitals, the city center is often dirty and rundown, and Porto Alegre is no exception. In this post, I will explore the reasons why cities in Brazil, particularly in third-world countries, have dirty city centers and use Porto Alegre as a case study.
One of the main reasons for the decline of Porto Alegre's city center is the financial crisis that has plagued Brazil over the last few decades. This has led to a lack of investment in the city center, resulting in dilapidated buildings and a general sense of neglect.
As the famous urban theorist Jane Jacobs stated:
"Cities have the capability of providing something for everybody, only because, and only when, they are created by everybody."
Another factor that contributes to the decline of Porto Alegre's city center is the broken windows theory. The theory, first proposed by James Q. Wilson and George L. Kelling in 1982, posits that visible signs of disorder, such as broken windows, lead to an increase in crime and a sense of insecurity.
In the case of Porto Alegre, the broken windows theory can be seen in the abundance of graffiti and litter on the streets. This not only creates an unsightly environment but also sends a message to residents and visitors that the area is not being cared for and may not be safe.
As former New York City Mayor Rudy Giuliani stated:
"The broken windows theory says that if a window is broken and is left unrepaired, people walking by will conclude that no one cares and no one is in charge. So more windows will be broken."
This sentiment holds true in the case of Porto Alegre, where a lack of maintenance and upkeep can lead to a spiral of decline.
It is important to note that the issues facing Porto Alegre's city center are not unique to Brazil or even to third-world countries. However, the financial crisis and lack of investment in the city center have certainly contributed to the decline of the area. Additionally, the broken windows theory highlights the importance of maintaining a sense of order and security in cities.

Antes de tudo, é importante entender os diversos fatores que contribuem para o desenvolvimento e deterioração das cidades. Em muitas capitais brasileiras, o centro da cidade costuma ser sujo e degradado, e Porto Alegre não é exceção. Neste post, vou explorar as razões pelas quais as cidades no Brasil, particularmente em países do terceiro mundo, têm centros sujos e usam Porto Alegre como um estudo de caso.
Uma das principais razões para o declínio do centro da cidade de Porto Alegre é a crise financeira que assola o Brasil nas últimas décadas. Isso levou a uma falta de investimento no centro da cidade, resultando em edifícios em ruínas e uma sensação geral de abandono.
Como a famosa teórica urbana Jane Jacobs declarou :
"As cidades têm a capacidade de fornecer algo para todos, apenas porque, e somente quando, são criadas por todos."
Outro fator que contribui para o declínio do centro da cidade de Porto Alegre é a teoria das janelas quebradas. A teoria, proposta pela primeira vez por James Q. Wilson e George L. Kelling em 1982, postula que sinais visíveis de desordem, como janelas quebradas, levam a um aumento do crime e a uma sensação de insegurança.
No caso de Porto Alegre, a teoria das janelas quebradas pode ser vista na abundância de pichações e lixo nas ruas. Isso não apenas cria um ambiente desagradável, mas também envia uma mensagem aos residentes e visitantes de que a área não está sendo cuidada e pode não ser segura.

É importante notar que os problemas enfrentados pelo centro da cidade de Porto Alegre não são exclusivos do Brasil ou mesmo de países do terceiro mundo.
