(The following steps are only available in Red Version)
Capturing a Mew, the most exotic Pokémon of the first generation, is quite an experience. To begin with, I didn't even know something like this could be done! It wasn't until my third time playing the Red edition that I found out about this glitch. Yes, it's a glitch. There's no way to capture it through the traditional method. Here are the very useful recommendations I followed from sites like GameFAQs that helped me capture it. Believe me, the experience is worth it.
There are two early methods of obtaining Mew near Cerulean City. Since this glitch is a specific version of the Trainer-Fly glitch which allows you to catch any Pokémon, there are many other ways to obtain a Mew, though they will not be covered in as much detail.
Important!
The following Trainers shoul not been defeated:
The Jr. Trainer♂ (G) in the tall grass of Route 24, to the west of the Nugget Bridge.
The Swimmer (A) in Cerulean Gym, the first Trainer in the water to the right.
Misty, the Cerulean Gym Leader.
The Youngster (D) with the Slowpoke near the beginning of Route 25.
A fair number Poké Balls, to catch an Abra first and then to catch Mew later. Bear in mind that Mew has a fairly low catch rate and only Poké Balls are available to buy in Cerulean City, so it might take a few tries until you are successful.
Optional: a Pokémon with a sleep-inducing move, to make catching Mew much easier. Butterfree, Clefairy, Jigglypuff, Oddish or Bellsprout all fit this criterion, learning a sleep-inducing move by level-up fairly early on and being obtainable around or before Cerulean City. If you wanna really catch an Abra, your Pokemon with these movements needs to have a Speed over 39 or more. Training it until you have enough stats.

This is what you must do:
Head north from Cerulean City into Route 24, defeating your rival if you haven't already.
Defeat the six Trainers on the Nugget Bridge, including the Rocket at the end. Be sure to not defeat the Trainer in the tall grass to the left of the bridge.
Catch an Abra so you can use the move Teleport outside of battle later on. In Pokémon Red and Blue, these can be caught on Routes 24 and 25, while Pokémon Yellow players will have to proceed through the game, meeting Bill on Route 25, before being able to visit Route 5 where they can finally catch an Abra of their own. Pokémon Red and Blue players catching an Abra on Route 24 should be careful to avoid battling the aforementioned Jr. Trainer♂ here.

Steps:
Save your game, in case you mess up any of the steps below.
Use the Cerulean City Pokémon Center so that you teleport back there later when using Abra's Teleport.
You now want to try to teleport back to Cerulean City while simultaneously triggering a battle with the Trainer in the tall grass on Route 24. To do so, position yourself north of this Trainer and make sure he is offscreen so that if you were to step one tile south, a battle with him would be triggered. Step down into his line of sight while holding the START Button.
Use the Pokémon command from the menu to get Abra to teleport you back to Cerulean City. If you did these steps correctly, an exclamation mark will appear above the Trainer's head, as if he were about to approach you to battle, but you will teleport away before he starts moving towards you.
Your menu will no longer work, nor will the A and B Buttons unless you are interacting with a PC. Do not panic, as this is expected behaviour.
Proceed straight from Cerulean City to the Cerulean Gym. You want to battle the Trainer on the right, making sure to get him to swim towards you. Don't attempt to talk to him from the right side of the Gym, because if he doesn't move at least one tile before the battle starts, the game will soft lock.
Defeat this Trainer, who has a level 16 Horsea and Shellder on his team. Note that if the Shellder's Attack stat stages are modified in any way, such as via the move Growl, this will affect the level of the Mew encountered with this glitch. See the subsection below for more details.
Leave Cerulean Gym, then head straight back to Route 24 from Cerulean City. Do not detour to any other areas, or you might cause NPCs or items from those areas to disappear completely.
Once you enter Route 24, your menu will open of its own accord. Press the B Button to close it and you will encounter a level 7 Mew.
Catch the Mew. This could take a while, but putting it to sleep will help your chances enormously.

Dirígete directamente desde Ciudad Celeste al Gimnasio de Ciudad Celeste. Quieres luchar contra el Entrenador de la derecha, asegurándote de que nade hacia ti. No intentes hablar con él desde el lado derecho del Gimnasio, porque si no se mueve al menos un casillero antes de que comience la batalla, el juego se bloqueará.
Derrota a este Entrenador, que tiene un Horsea y un Shellder de nivel 16 en su equipo.
