I have been thinking about this issue and I consider it more a bug report than a suggestion.
Utopian 'Bug hunting' entries are forwarded directly to GitHub. That's why moderators need to be super strict about this category. When a utopian users (steem account) enters a bug but has no GitHub connection the bug is not forwarded to GitHub even though a moderator approved the bug report.
This means that every user needs to be registered with two services to be able to report a bug. This does not make sense because that way the bug is not really reported to the project. To make utopian useful for the big masses it should not be necessary to also have a GitHub account.
As it is now the bug won't really be reported to the project which makes the report almost useless.
