Payout wittness voters with various things

I had a idea to run a witness node and pay out 50% of the fees after costs then take 50% and create a bunch of lps to fund additional payments to ppl who delegate and vote to the witness in sps and glx so that the top validator position can be received in glx as i own 11 nodes so the payout from the extra 50% would go to people who vote and delegate sps and glx pro rata. Part of the expense at first would be to build up the HP on the witness to gain power as well.
