Public domain or staat domain is a supporting object that is owned by the State but cannot be traded because the nature of the outside of the trade and the government itself is more to have it as a supervisor.
There are several opinions which state that the State has or controls the public domain and some state that the State is only a supervisor of the punlic domain.

1. Proudhon, the government is not the owner (eigenaar), but only as a party (beheren) and supervises objects belonging to the public.
2. Prof. Vegting, something outside of business but based on historical research there is no reason to state that the public is domein. does not become an eigendom country. Giving things outside of business only to declare canceling the sale and purchase agreement on the object.
3. Mr. Von Reeken, Public Domain is not something outside of business, because things outside of business are things that are excluded from ordinary legal associations.

DISTRIBUTION OF PUBLIC DOMAIN
Proudhon from France divides the public domain or staats domain into two, namely:

1. Private (private domain)
   In this case private property includes objects that are used by government officials directly, where the benefits of these objects are rarely intended for the public. Examples are official homes, state-owned buildings, official vehicles, official electronic devices such as computers and others.
2. It belongs to a public (public domain)
   Public property includes objects provided by the government to the general public, where the benefits of these objects are more intended for the general public. For example public roads, rivers, including government offices and so on.
   The division is a collection of domain differences that are fully used by the government and which are intended for the public interest. It is very visible here that differences in privileges obtained by the government are inversely proportional to what can be enjoyed by the public, so that the impression of difference is prominent in the rights of the government and society in general.
